EU Solar Import Regulations Update 2026: CBAM, EcoDesign, and Carbon Footprint

In 2026, three key frameworks affect every solar shipment into the EU: CBAM, the revised EcoDesign directive for PV modules, and country-specific carbon footprint requirements — particularly France's CRE tenders and Italy's new minimum environmental criteria.

CBAM and Solar

The EU Carbon Border Adjustment Mechanism now covers solar modules. Importers must report the embedded carbon emissions of each shipment. Manufacturers using coal-heavy grid electricity face a CBAM surcharge of approximately €3-5 per module. Ask your supplier for a verified product carbon footprint declaration.

EcoDesign Requirements

The revised EU EcoDesign regulation for PV modules sets minimum sustainability thresholds: at least 80% recyclability by mass; packaging >90% recyclable; repair and replacement policy publicly documented; carbon footprint disclosed using the PEF methodology.

France and Italy Specifics

France's CRE tenders heavily favor low-carbon manufacturing — wafers and cells produced with hydropower get the best scores. Chinese manufacturers are adapting by building cell capacity in Laos and Indonesia. Italy's CAM for solar uses a similar framework for public procurement.

What This Means for Buyers

Don't just ask for the lowest price per watt. Ask for: the carbon footprint declaration (kg CO2-eq per kWp); the manufacturer's energy mix; the recyclability documentation. Products with verified low-carbon credentials will face lower CBAM costs and better tender scores.
